Tesoro Highlands Reservoir

Newport Pacific Land Company

Newport Pacific Land Company in Newport Beach, California oversees design, development, management, and consulting for master-planned communities, residential subdivisions, and commercial projects throughout the western states. The Tesoro Highlands Development is under Newport Pacific Land Company’s management. This development includes single-family, multi-family, commercial landscape and open space land use to be developed over time in two phases. This location within Santa Clarita, California also eclipses Santa Clarita Valley Water Agency’s service area. Based on several impact studies, evaluations of the current system, and a hydraulic analysis it was determined in late 2019 that the development would need several improvements to the water system including tanks and a pump station.

Civiltec designed two 1.2 million gallon tanks to help supply the 1880 pressure zone and the 1,100 gallons per minute capacity pump station. The pump station, which is still under construction, will include three pumps with a capacity of 500 gallons per minute and a pressure-reducing valve set at the second tank. Our design efforts were completed in February 2022. Construction of the tanks was finished in March 2023. The combined 2.4 million gallon storage space will serve the 2.33 million deficient and provide the development with ample clean water resources. This project also included a waiver approval with DDW’s sanitary engineer for the tanks.

Our team was led by David Song, PE (Project Manager). Key team members included Sanjay Verma, PE (Sr. Project Engineer), Tim Kwan, PE (Project Engineer), Charlie Devine (Sr. Staff Engineer), Atenas Reynaga, EIT (Sr. Staff Engineer), Rita Madrid (Designer), and Omner Meza (Designer).
