Civiltec recently went on a tour of Suburban Water Systems’ Plant 129 Reservoir R-1 in West Covina. Suburban has made several improvements to the on-site facility over the years, including upgrading the pump station in 2004 and recoating the reservoir R-2 in 2011. The newest project on the site is the reservoir R-1, which was constructed with the same diameter as the existing reservoir.
Civiltec performed construction observation for this project, with David Song acting as Project Coordinator and liaison between all companies. Resident Observer Brian Helene observed all aspects of construction activities as well as actions performed by the contractor on the site. His observations were compiled into a daily report with photographs. Brian additionally took note of all site and project materials, and coordinated with the materials testing consultant, Leighton Consulting, Inc.

W. David Byrum, David Song, Atlanta St. Martin, Bed Dawadi, Amal Sedrak, and Brian Helene represented the firm on the plant tour, which was geared towards raising awareness about why projects of this nature are important. These team members were joined by a few of Civiltec’s clients, including California Domestic Water Company, Sunny Slope Water Company, Valencia Heights Water Company, and a representative from the City of West Covina.
The project started in early May 2016 and both tank erection and coding were completed by the end of January 2017. The remaining work is scheduled to be completed in June of this year. Water that is stored or pumped at this facility serves approximately 28,000 connections in the City of West Covina and portions of the City of La Puente. The reservoir was designed to remain usable for emergency purposes after an earthquake.
