Civiltec engineering, inc. was founded in March of 1986 by Richard H. Shroads, P.E., R.L.S. The first office was located in Pasadena, California. The Company was founded to perform general civil engineering services primarily for private clients. As the Company grew, larger offices were occupied in Arcadia and Monrovia, California. Its main headquarters are now located at 118 W. Lime Avenue in Monrovia. In October of 1992, Civiltec was reformed with the addition of staff and Company officers to orient more services toward public works, water engineering, and municipal services. Toward that end, the Company opened its first branch office in Prescott, Arizona in 1993, its second branch office in Phoenix, Arizona in 2001, and a third branch office in Kingman, Arizona in 2006. The Company now performs work for the public and private sectors with expertise in water and environmental engineering, drainage engineering, transportation engineering, general civil engineering, municipal engineering, public works engineering, land planning, surveying and construction management in California and Arizona.

The Company ownership consists of two professionally registered civil engineers, Richard H. Shroads, P.E., R.L.S., President and Principal Engineer, and W. David Byrum, P.E., Vice President and Principal Engineer. Mr. Shroads has many years of experience as a civil engineer and land surveyor. His expertise centers on development of plans and specifications for street construction, water system construction, sewer construction, storm drain construction, site improvements, land surveying, land legal title issues, hydrology and hydraulic engineering, mapping, and land planning. Mr. Shroads manages the Prescott office. Mr. Byrum has many years of experience as a mechanical and civil engineer and joined Civiltec in 1992. His expertise centers on water engineering, municipal engineering, environmental engineering and master planning. Mr. Byrum manages the Monrovia office.
